I have always figured Gene Rodenberry (Author of TNG) who died (cough) and was replaced as writer by Brent Spiner (Research him..)
In the video, Q meets starfleet. He tests them. He then says that they have the ability to advance beyond the Q continuum and this both fascinated and disturbs Q and begins his legacy with them which continues on in other episodes.
In this video at 2:43 the character Q references the ‘former space program’ of ‘starfleet’ which is most likely a direct reference to the current “Secret Space Program”. He morphs into a costume with radiation armor and an illuminati hat. Look at it. He says that your people were on ‘drugs’, most likely the case in the Secret Space Program today. He also sniffs what I assume is meth, and is being used in the space program currently. He then says that you “found allies” which I think is a reference to the “Greys”. https://youtu.be/xfDpDCsULn0?t=163 I surmise this is a direct reference and is the reason why this was the first episode of TNG.
